Originally conceived as a line of toy vehicles "and stack attack" as a selling point. The slogan was: "Monster Minds gone mad Lightning League to the rescue!" The vehicles could be mixed in most of the products and linked to let children make their own combinations. Accessory Packs were released with additional wheels and weapons to allow for even more options.Mattel ordered an animated series to promote the product, but its development only began after the toy has been produced and selling toys had been disappointing. When the animated series premiered, it had a vastly different story and, apart from the vehicles and their names covenant not the toy to the animated series, so the show had little to boost sales. The success of the animated series developed Mattel new drivers for a second set of vehicles that looked more like their animated counterparts, but the toy was never on the shelves.
